The pupppies legs can get stuck through the bars, injuring them severely, and she needs enough room that she can lie down comfortably to nurse without squishing a pup under her. If your parents are stupid enough to let her birth and raise puppies in a cage, there's not a while lot that you, as a minor, can do about it. Prepare for some dead puppies.
