For teaching Lucario Hidden Power Ice, it'll stay Ice, sorry it won't change, you'll have to get a new Lucario. For Vaporeon get Toxic. Smeargle seems OK I guess, but he's got bad stats, he'll die in like one hit. Your team doesn't have that much defense. I'd rate this team 6 out of 10.
